Randal Exley began performing structural inspections and providing reports for real estate transactions and designs for small residential additions and the like in 1994. The business quickly grew into 100+ inspections and small to medium-sized projects per year.
In 1994, Mr. Exley began performing legal and insurance investigations for structural failures, water intrusion and mold claims, construction vibration & blasting damage claims, evaluating fire damaged structures, vehicle impact damages and the like, while continuing to build his real estate structural inspection business, maintaining (and expanding) a small, but loyal industrial client base and performing residential structural designs for local custom home builders and architects. During this time the business has grown from a part time endeavor to a firm that completes hundreds of projects each year.
Capstone Structural Engineering & Consulting was formed in March of 2008
The firm currently consists of two senior engineers, Mr. Exley and Mr. Josh Hunt and an engineer in training Mr. Nathan Miller. The engineering staff is assisted by CAD draftsman and administrative staff.
Capstone Structural provides engineering services for wide range of Residential, Commercial and Industrial building projects.

Mr. Exley is a registered structural engineer in Pennsylvania and in seven other states (Ohio, West Virginia, Maryland, New York, New Jersey, Illinois, Alabama and South Carolina) at this time. He has been performing structural engineering for over 35 years. Projects have included single family residential homes, multi-unit residential homes, commercial buildings, renovation and retrofit work and industrial structures. Mr. Exley also performs structural inspections for real estate transactions, legal and insurance investigations and provides expert witness testimony.
Mr. Hunt has been a registered structural engineer since 1995 and is currently licensed in Pennsylvania, Ohio and West Virginia. Mr. Hunt was previously employed by Baker and Associates and Whitney, Bailey, Cox & Magnani. Projects have included the design of single-family and multi-family homes, college and university structures, office/retail structures, parking decks and industrial structures. In addition, Mr. Hunt has performed numerous inspections of residential and commercial structures, has performed hundreds of insurance and legal investigations and has provided expert witness testimony.
Mr. Miller has been working in the engineering industry since the summer of 2017. He has been employed at Capstone since February of 2020, and has been an engineer in training since July of 2022. Mr. Miller has internship and professional experience with civil site design, hydrology, and hydraulics. Since being hired at Capstone, Mr. Miller has been involved in numerous design projects in the Residential, Commercial, and Industrial sectors. Projects have included residential renovations, additions, and new house builds; small scale commercial renovations; and industrial projects involving enclosures, foundations, and platforms. Mr. Miller has also performed numerous inspections of residential structures related to structural issues including, but not limited to, foundation wall cracking, settling floors and foundations, termite and rot damage, water intrusion, etc.
